From the Education Officer

Colleagues,

The second half of the DCL season is about to start. May I remind you of the following:

  1. Please ensure you know the DCL match regulations laid out in the DCL handbook on pages 91 to 97 – I have some detailed comments below.

  2. Please note the paragraph on “Foul and Abusive language” on page 94 – it is important that you follow the clear guidance given so that our games are not spoilt for players and spectators alike.

  3. The DCL ask you to complete their “Umpires Facility and Discipline Report Form”. This form is important to the DCL and your cooperation in carefully completing the report is much appreciated – Please make helpful comments on the state of the ground or the pitch etc., especially if you mark any category down (2 or below). The form is confidential and will only be seen more widely in the event of a Disciplinary Hearing.

  4. Should there be a Disciplinary Hearing, it is important that both umpires attend. Travelling expenses will be met by the DCL.

None of the above should be a surprise I hope. However, there have been rather too many instances, from Premier through to C Division where umpires have incorrectly applied DCL match regulations. My plea is simple:

  1. In weather and light affected matches the regulations are straightforward and clearly laid out – my advice is that once you have decided when play can resume, you can calculate the number of 7 minutes you have been off the field and therefore the number of overs to be taken off each innings. Check your answer with the scorers, as they will need to know, then inform the captains of the new start time, revised overs for the innings and any alterations to the number of overs bowlers can bowl.

  2. Most of us check the pitch markings for accuracy – do not forget wider ground requirements, like sight screens and boundaries: Not only should the boundary be clearly marked so everyone can see it but it should conform to the DCL requirement with respect to minimum distance (handbook page 114).

  3. If you and your colleague consider conditions of weather, light or ground to be in any way UNSAFE or DANGEROUS then do not hesitate to stop the game – both the DCL and DACO will fully support you. The consequences of allowing play to start, resume or continue in UNSAFE or DANGEROUS conditions are severe and are a legal minefield that is not worth exploring.

Finally, enjoy a super second half working closely with your colleagues to enable the players to show case their talents.

As ever,

Gavin Lane
