1.

The League shall be known as the NORTH DEVON CRICKET LEAGUE.

All Clubs in THE NORTH DEVON LEAGUE must be a Member of their respective County Cricket Board. Where clubs play any players under the age of 19 the club must have an appointed welfare officer or the Chairman of the Club must be duly vetted and is then deemed to be the appropriate officer.

The League shall be formed into divisions. The composition of divisions will be determined by the General Committee at the League’s Annual General Meeting

Any Club which has more than one team participating in the league are not permitted to have more than one side in any one particular division. In circumstances where this requirement affects promotion or relegation the League’s Management Committee shall have power to adjudicate.

3b

During a season any Club which falls to fulfil 2 (two) or more of its published league fixtures due to their inability to raise a team will automatically be required to seek re-election to the league at the next AGM.

The Officers of the League shall be the Chairman, Vice Chairman, Secretary, Treasurer and Welfare Officer.

The League shall be governed by the General Committee, which shall consist of one representative from each Club in membership of the League.

The League shall be run by the Management Committee, which will consist of the Chairman, Vice Chairman, Secretary, Treasurer, Welfare Officer and one elected representative for each Division of the League.

 

The Management Committee will have the power to deal with any dispute or disciplinary matter that may arise. It may at its discretion refer certain cases to the Devon Cricket Board Disciplinary Group for advice and guidance.

Election of Officers shall be biennial. Divisional representatives to the Management Committee shall be elected annually.

All voting shall be on a majority basis of one vote per each member Club. The Chairman shall have a casting vote.

The Annual General Meeting of the League shall be held in October each year.

All Member Clubs shall be informed of the date and venue at least 21 days prior to the date of the AGM. along with any proposals for change to Match Rules or Constitution and any applications for new Membership to or withdrawal from the League

The Secretary must receive all proposals for change to Match Rules or Constitution in writing no later than August 31st.

All applications for Membership to or withdrawal from the League must be made in writing to the Secretary by August 31st. All such applications for membership will be considered by the Annual General Meeting of the League. The AGM will also be notified of any withdrawals. Should a Club with more than one team in the League withdraw a team, this will normally be the side which competes in the lower division however The League’s Management Committee reserve the right to adjudicate in exceptional circumstances , or refer the matter to the AGM.

The annual subscription for teams participating in the League will determined by the General Committee and reviewed each year at Annual General Meeting. All subscriptions must be paid within 28 days of the AGM.

14.

Any Club failing to either have a representative at the League’s AGM or respond to League correspondence, shall, at the discretion of the Management Committee, be liable to a fine not exceeding £20.

15.

All unsettled disputes between Clubs must be reported in writing to the Secretary with 14 days of occurrence. They will be referred to the League Management Committee who shall have power to act and whose decision will be final and binding.

16.

In order to achieve and maintain a proper standard, member of the Management Committee may at its discretion inspect League grounds.

17.

At the end of each season (unless constitution rule 3a is compromised), the teams finishing first place in each, Divisions Two to Four shall be promoted.

18.

At the end of each season (unless constitution rule 3a is compromised), the teams finishing bottom place in each, Divisions One to Three shall be relegated.

19.

Concerning divisional winners, should two or more teams finish with an equal number of average points per match, the team with the greater number of victories shall be the winner. If still equal, a play-off shall decide.

20.

Concerning relegation, should two or more teams finish bottom of their respective division with an equal number of average points per match, the Team with the fewest victories shall be relegated. If still equal, the team with the more defeats shall be relegated. If still equal a Play-off shall determine the final placings
