Vacancy: Tolchards Devon Cricket League Development Sub-Committee

Following the decision of Ed Leverton of the DCL Development Sub-Committee (DSC) to stand down at the DCL's AGM in November 2025, the League wishes to appoint a new individual to join that sub-committee.
This is a voluntary post, and the post holder will represent the DSC on the League Management Committee (LMC).
The post holder will be responsible for the management and maintenance of the League's Discretionary Development Grant and Emergency Relief Grant schemes – two funding streams offered to member clubs. The DSC, currently comprising three members, has overall responsibility for the developmental activities as delegated by the League Management Committee. These include the Sustainability of Member clubs’ data and the Reality League. The DSC will consult with the Devon Cricket Foundation on wider cricket development matters.
Expressions of interest are now invited for this post, with the successful applicant ideally being in place by the end of the current season, following a handover with the current role holder.
Purpose of the DSC
The DSC is responsible for the following developmental projects:
- The collection and publication of data for the ‘Sustainability of Member Clubs’ in partnership with the Devon Cricket Foundation (DCF).
- The collection and publication of data for the 'Reality League'.
- To manage and promote the League’s two grant support schemes: Discretionary Development Grant and Emergency Relief Fund.
- Any other development projects as determined by the LMC.
Management of Grant Aid applications
The post-holder is responsible for the effective management and promotion of the Discretionary Development Grant and Emergency Relief schemes, specifically:
- The collection and publication of data for the ‘Sustainability of Member Clubs’ in partnership with the Devon Cricket Foundation (DCF).
- Being the primary contact point for applications to the scheme.
- Reviewing all applications received to ensure that they meet the scheme criteria.
- Circulating applications to DSC colleagues for comment and approval.
- Consulting with the applicant club reference the outcome of their application.
- Where appropriate, advising the League Treasurer of details of the payment required.
- Providing reports and updates to the LMC, as appropriate.
- Co-ordinating meetings of the Development Sub-committee as required.
- Following up with applicant club to ensure report on their project.
- Promoting news of the scheme and its awards through the DCF Media Relations officer.
Report to LMC
A representative of the DSC sits on the League Management Committee as an elected representative. The DSC prepares reports for each LMC meeting.

- The DSC will, from time to time, consult with the DCF on matters relating to cricket development.
The League
The DCL is the largest provider of adult competitive league cricket in Devon. There are 70 clubs and 165 teams competing in the DCL in 2025. The Premier, A and B Divisions played their cricket countywide. Divisions C to F play in two regionalised divisions (East and West); whilst the G and H Divisions consist of three regionalised divisions (East, West and Central).
Management of the League
The League is managed by a single committee, the League Management Committee (LMC). The LMC meets as required throughout the year, but no more than nine times during the year. Its responsibilities include the following:
- Implementing control of finance, direction, and administration of policy on matters that affect the organisation of the DCL. This also includes the power to appoint sub-committees, as necessary, to appoint advisers, as required, to fulfil its business and co-opt additional people to the committee when considered appropriate.
- Acting on behalf and reporting to, as appropriate, the DCF and the England and Wales Cricket Board.
- The employment, control, and supervision of any paid staff.
- Conduct of matches, including the Disciplinary Regulations and procedures.
- Ground criteria.
- The arrangement of League and Cup Competitions.
- Setting the League’s annual objectives.
Time commitment / remuneration
The role requires an average estimated time commitment of 2-3 hours per week, with the acknowledgement that certain periods of the year are quieter (requiring minimal time commitment), whilst other times of the year require a more concentrated commitment (such as when overseeing multiple grant applications).
Attendance at LMC meetings is not mandatory, although it is very much encouraged. Consulting with the League Secretary on any DSC update/report to be distributed to the LMC will be required.
The position does not come with any remuneration; like many roles within the League's LMC it is a voluntary position (expenses are reimbursed). However, a modest remuneration would be considered for a suitably experienced person.
